  Open Space Circuit Rider.
For the Massachusetts Executive Office of Environmental Affairs, provided technical assistance related to open space protection for communities in the Parker River, Ipswich River, and North Coastal watersheds in northeastern Massachusetts. Responsibilities included helping communities implement the Community Preservation Act, assisting communities with accessing funding and developing scopes of work for Community Development Plans under Executive Order 418, and working with communities to adopt the Green Neighborhoods Bylaw.

Land Acquisition Strategy for the Blackstone River Valley Bikeway.
For the Trust for Public Land and the National Park Service, prepared a land acquisition strategy for parcels needed to complete the Blackstone River Valley Bikeway. Researched property ownership, prepared land value estimates, identified partners and tools for land acquisition, authored strategy, and presented findings to the bikeway taskforce.

Land Protection Projects.
Worked with the Rowley Open Space Committee to successfully protect three environmentally important parcels of land. In 1999, co-directed the effort to protect a 58-acre parcel that includes the site of the Town’s proposed well field. Worked with state agencies and non-profit land trusts to assemble the $750,000 needed to purchase the site. In 2000, worked with the Rowley Open Space Committee and the Trust for Public Land to secure bonding for $1.25 million to purchase the 104-acre Hunsley Hills parcel, which includes the second highest point in Rowley. Led a media campaign to educate the public about the purchase, and presented the project to the public at Rowley’s annual town meeting. Funding for the project was secured with a unanimous town meeting vote, and overwhelming support at the ballot box. In 2002, led successful campaign to acquire an additional 27.6 acres adjacent to the Town’s newest well field using the Town’s Community Preservation Fund.

Land Protection Grants.
Worked with the Trust for Public Land to prepare a Self-Help Grant application to help fund the purchase of the 100-acre Hunsley Hills property in Rowley. The successful grant application was submitted to the Massachusetts Executive Office of Environmental Affairs, Office of Conservation Services (OCS), which will reimburse Rowley $250,000 of the $1.25 million purchase price of the property. Sole author of a grant application to the Fields Pond Foundation, which contributed $5,000 toward the purchase of the Hunsley Hills property.

Open Space Plan.
Primary author of the Town of Rowley’s 1998 Open Space and Recreation Plan, prepared in compliance with EOEA guidelines. Conducted public workshops to set plan goals and identify key parcels to protect. Plan was approved as submitted by the State Office of Conservation Services and subsequently used as model for other municipalities.
